Abstract

Abstract

During the COVID-19 pandemic, the Spanish Government implemented
the Ingreso Minimo Vital, aimed at protecting communities most exposed
to the risk of social exclusion. The measure was presented as a new
citizenship right and ended Spain’s exceptionalism in Europe regarding
national-level minimum income policies. In this contribution, we present
the main references of this intervention to combat poverty, insisting on the
parliamentary debate that led to its creation and implementation.
