Abstract

In the last two years, the Covid-19 pandemic underlined the fragility of
the Italian National Health System and, at the same time, mental health has
been considered one of the most relevant issues in terms of consequences
for the population. Starting from this consideration, this essay returns to
the history of Italian mental health services and reflects on the marginality
of mental health services in the territorial policies adopted in Italy as a
response to Covid-19.
