From the French Revolution until the so-called Vienna Declaration in 1993, the history of universal citizenship reveals its unilateral nature, along with a misunderstanding of the city as a community. While the Universal Declaration of Human Rights was enforced, the Declaration of Women’s Rights was banned, along with its author. Despite the long journey toward emancipation that led to the IV UN Conference in Vienna, the city for women is comparable to an underground space, where the presence of women is balanced within a politically conflictual relationship with politics. From a female perspective, a city for women is a community in which politics are managed as a network-oriented care economy.
