The paradigm of polycrisis applied, in the contemporary debate, to the need to systematize fractures that have changed the structures of the economy, the connexion between health and care, migratory flows, international relations and much more is used here for a hypothesis of urban planning of what it is defined as “proximity welfare”. Starting from a historical analysis of the systemic response to the critical issues of cities transforming into metropolises, in the past the model of response to the social needs of the community was organized around aggregation poles of an identity and cultural origin. Certainly, this is not a proposal to applied nowadays, but a hypothesis of method to be studied and renewed.
