Abstract


The article focuses on the case of in-house companies in Italy. Our hypothesis is that in-house companies be conceived as a special “political laboratory”. They have supported changing State boundaries and facilitated the crisis of the Weberian figure of the «bureaucrat»; simultaneously fostering the spread of precariousness within the public administration. These developments have occurred largely thanks to the more active role of trade union confederations, which eventually co-managed this transition. The article aims to highlight these multiple transformations through a quantitative-qualitative survey conducted among a cross-section of workers at ANPAL Servizi and SOGESID, two Italian in-house companies. The results show how, if on one hand increasing precariousness and neoliberal privatization of the public sector have led to widespread existential malaise and hastened the crisis of the traditional State bureaucrat; on the other they have carved the way for the experimentation of new forms of political subjectivation.
